Unusual Figure

I recently picked this figure up from a source. He saves for me the unusual and non-United States figures he gets. The figure is 60mm soft plastic. The figure is on a square base with a hole in the center. My source thought it was an eskimo. Laurie thought it was a explorer. Any ideas on what or who made it? I will keep it and put it into the collection as another to look out for.

    It looks like he is wearing one of those English tweed jackeys with the attached belt like one would expect on a country squire. He seems to have a small bag on the belt on his right hip (bait bag?). My first thought would be of a fly fisherman. I imagine him with a rod in his right hand and a net in his left. Can you tell if he has waders on? Does he have some kind of hood on the jacket? Any hat or is that hair that we are seeing?
